The Team Behind the Misson
Tamara Gutel, Principal at TRUE, spearheads groundbreaking project management and bespoke technical assistance for over 90 low-capacity organizations across social services, community development, and housing. With a BS in Business Management and an MS in International Community Development, she masters grant writing, organizational strategic planning, regulatory compliance, capacity building, cross-cultural programs, and beyond. Deeply committed to fostering independent, sustainable management, and using her high-level executive role experiences, Tamara is committed to helping clients achieve financial sustainability and unstoppable impact. Since 2022, Tamara and the TRUE team have amassed an astounding $1,136,792,134.38, fueling TRUE clients' transformative impact.
Sergei Shkurkin, founder of TRUE since 1994, brings over 31 years of expertise in technical assistance for low-capacity jurisdictions, focusing on rural California, housing, homelessness, and community development. Fluent in Russian, he specializes in grant securing, compliance, training curricula, youth services, refugee resettlement, and programs like CalAIM. Previously, he led Saint Vincent De Paul Housing and Broderick Christian Center. Holding a BA in Psychology and MS in Community Development, he empowers organizations with sustainable funding and impactful services.
Kalyn Valentine, Operations Director at TRUE, excels in academic support, student development, and organizational management, overseeing strategies, process improvements, and team leadership. Previously, as Director of Student Achievement at A.T. Still University’s School of Osteopathic Medicine, she managed programs, career counseling, faculty training, strategic planning, diversity initiatives, and co-developed Taylored Excellence for underrepresented medical students. Holding an MA in Sociology and BA in Psychology (minor in Organizational Management) from CSU Bakersfield, she champions inclusive environments through youth mentorship, humanitarian efforts, and mission-driven leadership.
Arial Moore, PhD, is a consultant, educator, and grant expert in education, nonprofit management, and federal grants. Holding a PhD and MEd from Widener University and BS from University of Louisiana at Lafayette, she specializes in research, project management, technical assistance, grant writing, compliance, evaluation, and capacity-building for underserved communities. Arial is the founder of Strategic Impact Solution, LLC, securing $10M+ in grants. Previously, she directed Safe Havynn Education Center and taught as an adjunct professor. Her work drives sustainable community impact.
Tara Sirvent, accomplished executive with 25+ years in grantsmanship, higher education, and consulting, excels in securing and managing federal, state, and private grants across education, social services, and community development. As Senior Consultant and Director at TRUE, she delivers technical assistance, grant strategy, and training. Founder of SirventCo., she consults on high-impact initiatives. Previously, dean at Fresno Pacific University and associate dean at Vanguard University. Holding a PhD from Cornell and BA from Vanguard, she drives equity, student success, and sustainable funding.
Monica Ornelas, experienced program leader and consultant, excels in community development, program management, and technical assistance for nonprofits. At TRUE, she delivers MCP contracting, policy development, operational strategies, workshops, and workflow improvements for organizations like La Familia Sana, Live Again Fresno, Visalia Rescue Mission, and others. Karl Hargestam, a visionary leader in global missions, nonprofit leadership, and community development, boasts over 30 years of experience founding and leading organizations like Mission One Eleven and Joshua Campaign, with training, partnerships, and worldwide mentoring. He served as missionary in Ethiopia and Tanzania, regional director for Helimission Ethiopia, and co-founded Joshua Flower Farms. A commercial pilot and flight instructor, he holds a PhD, MBA from Suffield University, and BA in Communication, empowering lasting global impact.
Scott Wead, with 20+ years in faith-based nonprofit leadership, specializes in program development, funding acquisition, and operational management. As the former Director of International Operations for a global ministry, he oversaw more than 90 employees across offices in London, Manila, Brisbane, Durban, Toronto, and Bangalore, ensuring strategic growth and organizational efficiency. He coordinated 5M+ USDA food boxes during COVID-19 and secured $17M+ HHS funding for rural communities. Mr. Wead has extensive expertise in fiscal and administrative technical assistance, ensuring nonprofit programs comply with federal fiscal and program requirements.
Zachary Anderson, experienced operations and finance leader in social services, housing, and nonprofit management, has directed a statewide CBO since 2015, overseeing 18 California offices, 13 apartment complexes, and 300+ transitional housing placements. He manages finances, maintenance, IT, and partnerships for vulnerable populations; and leads EHAPCD projects.. Holds BS from Oakland City University on basketball scholarship.
Rebecca Garrow, MPH, is a public health consultant specializing in research, evaluation, project coordination, and technical assistance for nonprofits, government agencies, and community organizations. Holding a BA in Sociology from UC Davis and MPH from San Diego State University, she develops evaluation plans, conducts data-driven research, and builds staff capacity in health disparities and social determinants. She teaches at Sacramento City College and UC Davis, with experience at the Public Health Institute, California Rural Indian Health Board, and national organizations, serving rural and underserved communities across the US and Canada.
Eric Enriquez, seasoned expert in Native American community development, healthcare administration, and affordable housing, provides technical assistance to tribal communities for sustainable growth. As a compliance officer at Sacramento Native American Health Center, he held roles in revenue cycle, operations, and funding. Previously at Rural Communities Housing Development Corporation, he focused on affordable housing. Co-founder of United Native Housing Development Corporation and Resource for Native Development (CDFI), he empowers tribes financially. Nasiya Jae Gordy-Brown, experienced case management consultant, specializes in social services, transitional housing, and mental health counseling for nonprofits. As consultant and account lead, she conducts audits, grant reviews, and staff training. Previously, she managed 160+ clients as telehealth care counselor and oversaw programs for 100+ homeless foster youth, providing life skills, employment support, and housing placements. Holding a BA in Mass Communications and English Creative Writing from CSU East Bay, she empowers vulnerable populations through strategic support.
Vishakha Ramakrishnan, MPH, is an evaluation consultant with 8+ years in qualitative research, survey analysis, and program evaluation for nonprofits, government, and tech sectors. She supported CDC Foundation’s HIV Self-Testing, evaluated DC youth reengagement, analyzed AI user engagement, and led focus groups, interviews, and toolkits. Brenae L. Maddix, MPH, is an education and public health professional specializing in student achievement, curriculum development, and DEI initiatives. Pursuing a PhD in Education (Curriculum and Instruction) at Liberty University, she served as student achievement specialist at A.T. Still University’s School of Osteopathic Medicine, offering academic advising, career counseling, and co-founding TaylorMade for underrepresented medical students. Experienced in mentorship and program development, she holds an MPH from A.T. Kelli Hohm, experienced consultant, educator, and mental health professional, specializes in case management, grant administration, and program development. As account lead at TRUE, she delivers consulting, technical support, and staffing to nonprofits; also regional academic director at Southeastern University overseeing 40+ extension sites. Previously launched SEU Seacoast and developed lay counseling curricula at Seacoast Church. Brittany Cladovan, dedicated in psychology and organizational leadership, holds an M.A. in Applied Psychology (Industrial Organizational) from Liberty University and B.A. in Counseling from Central Bible College. As Youth Assistant Director at Northwood Church, she co-leads 30+ volunteers, develops programs, and manages budgets for 125-150 weekly youth attendees. Previously a program manager at My Insurance Services, she developed CalAIM programs, ensured compliance, and led housing navigation teams. Alton Burton, consultant, educator, and legal professional, specializes in grant writing, legal research, and program development. At TRUE, he assists clients with funding opportunities, grant proposals, CalAIM expansion, and technical assistance. As Senior Editor for The Image e-journal, she led publication strategies; freelanced illustrations for Owl Publishing and Chi Alpha Ministries; and currently serves as Graduate Teaching Assistant, teaching Writing I and editing. Skilled in Microsoft Office, Canva, ProCreate, research, creative communication, event organization, and social media analytics.
Sam Aaron, seasoned Program Manager and Scrum Master with 20 years leading global cross-functional teams at Google Cloud, Apple, Microsoft Xbox, Merrill Lynch, and JetBlue, excels in engineering program management, data analytics, and Agile methodologies. At Apple, he managed iOS/web platforms and high-profile launches; at Google, he drove infrastructure forecasting and dashboards. Skilled in stakeholder communication, risk assessment, and process optimization, he delivers innovative, efficient solutions across industries.
Jon Slagle serves as a Consultant at TRUE, providing assistance in video production. Jon also serves as the Vice President, Aviation Director, and Digital Director at Mission One Eleven (OCFEP), excels in aviation operations, digital strategy, and nonprofit leadership for global missions. Founder and owner of Scope Studios, a Bakersfield-based advertising and production company, he produced films like The Assignment: Ethiopia (2013). A Herbert Hoover High School (San Diego) alumnus, he drives humanitarian impact through innovative video production and community outreach.
Tracie Gutel serves as the Social Media Coordinator and Content Creator for TRUE. She also serves as the Communications and Creative Coordinator at Mesa Church in Irvine, California, managing digital content and writing devotionals like her Romans series. Passionate about art and photography, she chases light and hoards memories while running OneHandMadeTreasures, an Etsy shop for unique handmade items. Obsessed with her dog and resilient amid chronic illness, Tracie blends faith-based leadership with creative pursuits.

The Story of TRUE
True Inc. was co-founded in 1994 by Sergei Shkurkin and Carol Rosset in Davis, California. Shkurkin, a first-generation child of refugees with a Master of Science in Community Development from the University of California, Davis, brought extensive experience from his prior roles as Executive Director of Saint Vincent De Paul Housing in San Francisco and Director of the Broderick Christian Center. Rosset, a seasoned fund developer and project manager, contributed expertise in securing over $300 million for capital and program services, supporting the creation of more than 600 affordable housing units. Together, they established TRUE with a mission to assist CBOs, nonprofits, and local governments in securing financial resources and implementing social service programs through hands-on training and technical assistance.
Since its founding, TRUE has grown from a small consultancy to a team of forty-seven consultants, 80%female and 30% BIPOC, with 30% speaking English as a second language. The firm’s diverse team, which includes professionals fluent in Spanish, Russian, American Sign Language, and more, reflects its commitment to serving underrepresented and marginalized communities.
Over the past three decades, TRUE has supported clients addressing frontline social issues, including homelessness, affordable housing, prison re-entry, foster care, domestic violence prevention, and refugee services. The firm’s expertise in navigating Medi-Cal and Medicaid programs has been a cornerstone of its work, with early projects focused on increasing the capacity of Adult Day Health Centers to bill Medi-Cal, enrolling homeless and Slavic populations in Medi-Cal, and assisting with Medi-Cal expansion under the Affordable Care Act in rural areas.
TRUE’s involvement in CalAIM, a transformative Medi-Cal initiative, has been particularly significant. Since the release of the California Department of Health Care Services (DHCS) CalAIM proposal in January 2021, TRUE has supported over 85 agencies in applying for and implementing CalAIM contracts.
Today TRUE serves over 85 clients across the State of California and the Nation. Since 2022, TRUE has won our clients over $1,024,162,590 in funding.
