The Story of TRUE
True Inc. was co-founded in 1994 by Sergei Shkurkin and Carol Rosset in Davis, California. Shkurkin, a first-generation child of refugees with a Master of Science in Community Development from the University of California, Davis, brought extensive experience from his prior roles as Executive Director of Saint Vincent De Paul Housing in San Francisco and Director of the Broderick Christian Center. Rosset, a seasoned fund developer and project manager, contributed expertise in securing over $300 million for capital and program services, supporting the creation of more than 600 affordable housing units. Together, they established TRUE with a mission to assist CBOs, nonprofits, and local governments in securing financial resources and implementing social service programs through hands-on training and technical assistance.
Since its founding, TRUE has grown from a small consultancy to a team of forty-seven consultants, 80%female and 30% BIPOC, with 30% speaking English as a second language. The firm’s diverse team, which includes professionals fluent in Spanish, Russian, American Sign Language, and more, reflects its commitment to serving underrepresented and marginalized communities.
Over the past three decades, TRUE has supported clients addressing frontline social issues, including homelessness, affordable housing, prison re-entry, foster care, domestic violence prevention, and refugee services. The firm’s expertise in navigating Medi-Cal and Medicaid programs has been a cornerstone of its work, with early projects focused on increasing the capacity of Adult Day Health Centers to bill Medi-Cal, enrolling homeless and Slavic populations in Medi-Cal, and assisting with Medi-Cal expansion under the Affordable Care Act in rural areas.
TRUE’s involvement in CalAIM, a transformative Medi-Cal initiative, has been particularly significant. Since the release of the California Department of Health Care Services (DHCS) CalAIM proposal in January 2021, TRUE has supported over 85 agencies in applying for and implementing CalAIM contracts.
Today TRUE serves over 85 clients across the State of California and the Nation. Since 2022, TRUE has won our clients over $1,024,162,590 in funding.
